Bush has no strategy on proliferation of WMDs

I have been saying for a while that the Bush administration does not "do" policy or governance. Everything they do is about public relations and preparing for the next election. Politics has totally replaced governing. Once again I get confirmation.

The new guy, Bob Joseph, who just replaced John Bolton as the nation's top arms control official explains. Four years after 9/11 the Bush administration has not yet realized that proliferation of WMDs is a problem America has to face. There simply is no strategy for doing it.

Two questions:

(1) What the shit has John Bolton been doing for four years besides abusing subordinates and screwing over the State Department's efforts to negotiate with North Korea and Libya?

(2) With this kind of indifference to the interests of America's security, is it really any surprise that 19 terrorists could successfully carry off an attack on the WTC adn the Pentagon on 9/11? Between Osama bin Laden's desire to attack America and George W. Bush's total incompetence it appears that the question wasn't whether terrorists woujld attack America but just how long it would take.
