We are into the "What did he know and when did he know it" phase of the investigation regarding who 'outed' Valerie Plame. Here is a piece of it.
The American Prospect published in March 2004 revealed that Rove had insisted to the FBI in October 2003 that he had circulated information about Plame's CIA connection only after it had appeared in Novak's column.
Matt Coopers' notes show that that Rove lied. Michael Isikoff's Newsweek article (published today) clearly shows that Rove told Matt Cooper about Valerie Plame's employment by the CIA several days before Novaks article was published.
If the TAP article was correct regarding what Rove told the FBI in October 2003, then Rove is open to an obstruction of justice charge. Remember what happened to Henry Cisneros when he told the FBI that he had not paid his ex-mistress as much as he actually had? This is a lot more serious. Here is a link to 18 U.S.C. Section 1001 which applies to someone who lies to the FBI.
