Interesting - is the conservative - liberal split world-wide?

Does every democracy tend to break down into two parties, one that belongs to the wealthy elites who fear loss of what they have and think that government exists to protect their property, and the other that thinks government has a responsibility to coordinate activities in the national interest not well dealt with by the market (like health care) and provide a real safety net for those who have the bad luck not to be part of the elites?

If this is a widespread phenomenon, (and I suspect that is) then my bet is that it will center on whether people in one group or the other base their world-view mostly on fear or on empathy.
