Newspapers have Bush's speech pegged

Here are some headlines:

• Los Angeles Times: President Seeks to Revive a Region — and His Image
• Christian Science Monitor Bush's buffeted leadership
• Dallas Morning News Bush says reconstruction must lift the poor (no discussion of Bush's image except rather obliquely in the final paragraph, but DMN is very conservative.)

Bush sounds like he has recognized that there are poor and needy people in America because of the system, and that government needs to do something for them.

Don't believe it. He is reading a script written by someone else, and he famously has no real idea what he is reading. Rove told the script writers to write a script for him that might repair the damage his incompetent Presidency has brought on America, but Bush himself has no clue. He just stands in the limelight and mouths the words someone else wrote and approved. It will have no connection to government policies.
