Did LA Governor Blanco delay asking for Federal help?

Rep. John Conyers asked for a defenitive statement from the Congressional Research Service. This is their report. [Report courtesy of Talking Points Memo.]

The report confirms that the Governor did everything she could to secure relief for the people of Louisiana in a timely manner. The problem was that the State and local agencies knew they could not handle the problem, and FEMA dropped the ball.

Governor Blanco requested the help from the President Saturday, August 27th, and President Bush declared an emergency taking direct responsibilty that same day. Hurricane Katrina made landfall early on August 29th.
