Washington Post reporter Dana Milbank has today published a walking tour of Washington, D.C. locations associated with recent government scandals.
The story describes a cornucopia of crooks, criminals, and persons of poor character. Does Washington, D.C. breed them or attract them? My guess is that since the problem is that D.C. is the center of American power it does both.
