The news of the extension of combat tours to 15 months was leaked early

It appears that because of a leak, Bob Gates was forced to acknowledge that the plan to extend combat tours from 12 months to 15 had already been made, but the announcement was supposed to be later. So what did the leak mean?

According to Atrios the news of the tour extension was supposed to be announced AFTER Bush vetoed the Democratic Congress' supplemental bill to pay the costs of the war which Bush refuses to properly budget. Then Bush was going to blame the Democrats for the extension of tours.

That's the best explanation I have seen, and I don't doubt it for a second. It is pure "Rove" - totally slimy politics.
