When someone says the sentence "Cat owners" they don't mean the same kind of thing as they do when they say "Dog owners." There is a subtle difference in the structure of the two sentences.
In the first sentence, it is the cats themselves who are the owners. In the second, it is people who own the dogs.
Just ask the cats if you don't believe me - and if they will deign to answer you.
