Bush will never recover from his 34% approval

Cenk Uygur says that the Bush administration will never recover from Bush's 34% approval rating. His argument is:

I'll tell you why -- because even the most inept politician realizes you run away from a 34, not towards it.

The entire United States Congress, Democrats and Republicans, have no choice but to run from this President

Seems reasonable to me. That's why Bush flew to India today. He cannot gain approval here in the U.S. so he is using his position as President to try to use his foreign policy functions (which no other American official matches) to bring up his visibility and, he hopes, his approval.
